Genevieve "Jeannie" Milligan passed away Saturday morning, May 27, 2023, in Carthage, Texas.  Genevieve Ann Porter was born on January 9, 1941, in Fort Wayne, IN to the late Charles Walker and Cecilia Marion Justice Porter. Jeannie graduated from Southside High School in Fort Wayne in 1959. While living in Fort Wayne, she worked as a bus driver for PTC (Fort Wayne Citilink). Jeannie enjoyed creating crafts, cake decorating, camping and she was proud of her "scrubbies". In January 1989, she married John Milligan and they lived in Tennessee before settling in Carthage, Texas. Mrs. Milligan is preceded in death by her parents; daughter, Debbie Waggoner; and brothers, Charles Porter and Ray Porter.

Jeannie is survived by her loving husband, John Milligan of Carthage; sons, Rick and Rita Waggoner and Gary Waggoner; step-children, John Milligan, Jr., Angel Mae Ray and Kimberly Dawn McClellen; sister, Marilyn Stine; five grandchildren and six great grandchildren. Numerous other relatives and friends also survive Mrs. Milligan.

Cremation arrangements have been entrusted to Jimerson-Lipsey Funeral Home, 1131 State Hwy 149, Carthage, Texas 75633.
