It is with heavy hearts that we announce the passing of Charles Edward Pou, Jr., who left this world on July 7, 2026, at the age of 76. Born on December 8, 1949, in Orange, Texas, Charles was the beloved son of the late Sibie J. (Schrieber) Pou and Charles Edward Pou, Sr. He was a cherished brother to Carolyn Jean Pou, who resides in Austin, Texas.
Charles's academic journey was marked by distinction and dedication. He earned his Bachelor of Arts degree from Rice University in 1971, followed by a Juris Doctor from Harvard Law School in 1974. His academic achievements laid a strong foundation for a career in law, where he excelled as an attorney. Charles served with esteemed private law firms and made significant contributions during his tenure at the Administrative Conference of the United States, before eventually establishing his own private practice. His commitment to justice and integrity was evident in every case he handled.
Charles was a nationally-recognized pioneer in the field of alternative dispute resolution. As co-author of the Congressional Administrative Dispute Resolution Act of 1990, Charles helped to spearhead the use of mediation and consensus processes in the federal government. He mediated large-scale regulatory and public policy disputes, trained government leaders and consulted with individual states on the implementation of mediation ethics and confidentiality.
Charles was admired and loved by his many colleagues throughout the US for his sharp intellect, his insightful approach to those in conflict, and his good-humored collegiality.
Beyond his professional life, Charles was a man of diverse interests and passions. He was an avid reader. His love of music was another constant in his life.
Charles's life was one of quiet strength and profound impact, leaving an indelible mark on all who had the privilege to know him. His warmth, wit, and wisdom will be deeply missed, but his legacy will endure in the hearts of those he touched. Injustice was his enemy.
The family will honor Charles's life with a graveside service at 12 noon on Monday, July 20, 2026, at Ramah Cemetery in Tenaha, Texas under the direction of Jimerson-Lipsey Funeral Home. In lieu of flowers, those who wish to honor Charles's memory may consider making a contribution to a charity of their choice.
As we say goodbye to Charles, we celebrate a life well-lived and the enduring love that he leaves behind. May his memory be a blessing to all who knew him.
